Michael J. Tierney

Michael J. Tierney is the George and Mary Hylton Professor of Government and International Relations and the Director of the Global Research Institute at William & Mary. Professor Tierney teaches courses on International Organizations, International Political Economy, Development Policy, and Research Methods. He has co-authored or co-edited five books and dozens of peer-reviewed articles on the design and reform of international organizations, multilateral cooperation, foreign aid policy, and the impact of academic research on U.S. foreign policy. Professor Tierney is currently working on two projects. The first uses new open-source data collection methods to explain the allocation and effects of Chinese development finance that will be published in 2022 by Cambridge University Press. The second explores the conditions under which expert consensus changes the perceptions and behavior of policy practitioners. teaching and research in the university on the behavior of policymakers and practitioners. Professor Tierney received a B.A. and M.A. from William & Mary and a Ph.D. in Political Science from the University of California at San Diego in 2003.
